"Test administrator" is often a title given to substitute teachers. Unprepared test takers have several tactics they use to avoid the consequences of being unprepared. One of the tactics they use on the substitute teacher is leaving the classroom with the test at the dismissal bell. If the test was to be turned in, this spells trouble for the substitute teacher. Therefore, count the tests you hand out and, just before the dismissal bell, count the tests that are handed in. If the count isn't the same, only let the students leave who have handed in their name-labeled tests.
